    ARTICLE 25-C: ESTABLISHMENT OF DEPARTMENT OF FOREIGN AFFAIRS(Clause 1)
    The Department of Foreign Affairs shall consist of Foreign Minister as the Executive Head of department and responsible to achieve the goals of manifesto and establish the diplomatic relations with the International Organization and states under the direct supervision of the World Chairman. The Minister of Foreign Affairs will be assisted by the three (3) Deputy Foreign Ministers as the Heads of International Cooperation, Diplomatic Crops and Internal Affairs and additional Eleven (11) Assistant Ministers of Foreign Affairs as Heads of geographic offices/ directorates.(Clause 2)
    The Department of Foreign Affairs of the Commission is responsible for the dialogues and negotiations with the States, Nations or Organizations as the Participating State or Member of the IHRC or Host Nation as the “Intergovernmental Organization”.

    (Clause 3)
    Notwithstanding anything contained in the Constitution and any other law, Dr. Muhammad Shahid Amin Khan will appoint or terminate the Services of the Minister of Foreign Affairs and Deputy Ministers of Foreign Affairs in his discretion.

    (Clause 4)
    Notwithstanding anything contained in the Constitution and any other law, the World Chairman will appoint the Ambassadors/Delegations of International Human Rights Commission into each country to represent the IHRC as the diplomatic representative on the advice of Minister of Foreign Affairs. The Diplomatic Crops will be established under the direct supervision of Department of Foreign Affairs of IHRC to ensure the bilateral relations with States and International Organizations.

    Description of The Department of Foreign Affairs:

    The Department of Foreign Affairs was created on November 14, 2012 through Constitutional Order of the World Chairman of International Human Rights Commission.

    IHRC Chief will appoint first Minister of Foreign Affairs for International Human Rights Commission to lead the Department of Foreign Affairs as its Executive Head.

    In effect, the DFA became the first IHRC Executive Department to be established following the proclamation of IHRC Status as IGO.

    Realizing the need for international recognition to support the legitimacy of International Human Rights Commission as Inter-Governmental Organization, with the difficult task of establishing diplomatic relations with friendly countries and International Inter-Governmental Organizations.

    The World Chairman issued Executive Order No.2/2012, which provided for the organization and operation of the DFA and the Foreign Service….

    INTRODUCTION OF IHRC AS INTERGOVERNMENTAL ORGANIZATION:

    The International Human Rights Commission becomes the Intergovernmental Organization on 22nd November 2012 after the First Meeting of Intergovernmental Relations Council (IGRC) under the President-ship of the Excellency General ( R ) Email Lahoud Former President of Lebanon, in which IGRC passed its status to work as IGO.

    The International Human Rights Commission was founded by the seven organizations in their leader conference held at London on 10th of December 1988 to create the international network of human rights. The International Human Rights Commission have its diplomatic / Official representation in 48 Countries and more than 7500 members around the world and connected through the Face Book/ electronic mail, till March 2012, More than 2250 NGO’s from different countries linked and got membership of the Commission.

    The Commission also providing its services to the United Nations, European Union, Organization of Islamic Conference, and member states of UNO according to the “UNIVERSAL DECLARATION OF HUMAN RIGHTS” passed by United Nations on 10th of December, 1948 and playing role to develop the culture of peace, religious and political tolerance around the world.

    The IHRC & OIC Secretary General also signed the request to establish the Formal relations between IHRC & OIC in the leaders’ summit held at OIC Secretariat at Jeddah on 23rd June, 2012 as Intergovernmental Organizations.

    The IHRC also entered in reorganization with the EU through Transparency Registrar of European Commission.

    The Relief activities and assistance programs of IHRC run by its organ “IHRC Relief Fund Trust International which is recognized by the Government of Pakistan and we are in process to obtain the “Consultative Status” from the United Nations for IHRC-RFT.

    The International Human Rights Commission (IHRC) is constituted and established as an “International Organization” with full jurisdictional power, identity and ability as may be necessary to exercise its functions and fulfill its objectives, inter alia, with the capacity to:

    a. Acquire and dispose of real and personal property;
    b. Create and enter into contractual and other types of agreements;
    c. Employ persons and accept seconded personnel on loan;
    d. Institute and defend in legal proceedings;
    e. Invest money and property of the Organization; and
    f. Take any lawful or considered actions necessary to accomplish the objectives of the Organization.

    The legal “Headquarters” of the Organization shall be in United States of America, the “International Secretariat” shell be in Lebanon and the “World Chairman Secretariat” shell be in United Arab Emirates or in Pakistan (or any other county as the World Chairman thinks fit) unless the participating Members or the Supreme Council decides to relocate the Organization elsewhere. The Organization may establish offices and regional headquarters in other locations as required supporting its activities, goals and objectives.

    The DFA has eleven principal offices. The geographic offices/ directorates manage political and economic relations in different regions and pursue IHRC interests in multilateral organizations, These include the following:

    Office of Middle East and African Affairs
    Office of ASEAN Affairs
    Office of United Nations and International Organizations.
    Office of Personnel and Administrative Services
    Office of Legal Affairs
