PARLAMENTO DEL MEDITERRANEO

CAPO I – LE FONTI

ART l

PARLAMENTO PER LA PACE COESIONE E SVILUPPO DEI PAESI DEL MEDITERRANEO formula il Codice Mediterraneo per la difesa dell’Uomo e della Civiltà Mediterranea (da valere nei confronti di tutti gli Stati aderenti o non al Parlamento del Mediterraneo) lo approva e lo promulga quale Organo – Internazionale tra gli Stati – Legislativo, Tutore e Preventivo per la difesa dell’ Uomo e dell’Umanità. La normativa del Codice Penale Universale trova la propria Fonte nella
Carta Costituzionale del 15 dicembre 1975 e nella Carta Internazionale sulla Protezione della Vita Umana del 15 gennaio 1976. La Corte Suprema di Giustizia per la Protezione della Vita è Organo Supremo decisorio in merito ai delitti comunicati al Parlamento Dei Paesi del Mediterraneo

CAPO II- SOGGETTI

ART II –

Lo Stato è soggetto attivo di reato qualora, a seguito di una propria normativa istituzionale e ordinaria, opera contrariamente ai principi sanciti dalla Carta Costituzionale e dalla Magna Carta Mediterranea.

Art. 3

L’ Uomo è soggetto attivo di reato qualora opera contrariamente ai dispositivi della legge istituzionale e ordinaria del proprio Stato, che rispetta nella propria normativa istituzionale e ordinaria i principi sanciti dalla Carta Costituzionale e dalla Magna Carta Mediterranea.
L’ Uomo in tal caso è sottoposto alle sanzioni previste dal Codice Penale del proprio Stato. L’ Uomo, che riscontra nella legislazione istituzionale e ordinaria del proprio Stato, norme contrarie ai principi sanciti dalla Carta Costituzionale e dalla Magna Carta deve rivolgersi, indipendentemente dall’ essere la persona offesa, al Parlamento Dei Paesi Del Mediterraneo che opererà a mezzo della Corte Suprema di Giustizia, e la denuncia può essere inoltrata direttamente alla Presidenza della stessa Corte Suprema.

Art .4 –

La Donna è equiparata all’ Uomo.

CAPO III – DEI DELITTI

Art. 5

Sono delitti contro l’Umanità gli atti dello Stato diretti ad attuare: – genocidio, strage, razzismo, immigrazioni ed emigrazioni di intere popolazioni, aborto, persecuzioni politiche e religiose, coltivazione illegale e spaccio di droga specie a minorenni e giovani, mancata o negata assistenza sanitaria ai bisognosi ed errori sanitari, sofisticazione artificiosa dei cibi.

Art.6

Lo Stato perpetra delitto contro l’ Uomo nell’attuare e nel permettere aborto, esilio, arresti illegali, carcerazioni preventive a lunga scadenza, torture fisiche e morali, persecuzioni poliziesche e giudiziarie, sequestri di persona e tangenti, tratta delle bianche e dei minori,prostituzione minorile, pornografia, violenze sessuali su donne e bambini, sfruttamento e lavoro
di minori.

Art. 7

E’ delitto contro lo Stato l’attività del cittadino diretta a danneggiare il proprio Stato, favorendo, in pace ed in guerra, gli interessi di uno Stato straniero, intaccando così il sano equilibrio internazionale. Lo Stato che non punisce tale comportamento o addirittura lo legalizza si rende direttamente responsabile di delitto contro la stessa propria collettività umana statualmente  organizzata.

Art. 8 –

Lo Stato perpetra delitto contro la Fauna nel non evitare: maltrattamento, brutalità, sevizie evivisezione degli animali, caccia spietata e abbandono degli animali domestici.

Art. 9 –

Lo Stato perpetra delitto contro la Flora nel non evitare: incendi dolosi contro boschi, foreste, selve e piantagioni, abbattimento sconsiderato di alberi e piante.

Art. l0

Lo Stato perpetra delittocontro l’ Ambiente naturale nel non evitare: inquinamento ed avvelenamento (pesticidi ed altre
sostanze velenose, smaltimento incontrollato di rifiuti e detriti) di territori, coltivazioni, acque marine, fiumi, torrenti e laghi, esperimenti nucleari nel sottosuolo, nel mare e nell’atmosfera, costruzioni abusive ed intensive.

CAPO IV – SANZIONE

Art 11

Contro lo Stato colpevole dei delitti previsti dagli articoli elencati nel Capo III, si applicheranno le sanzioni applicate dagli articoli 10,11,12,15,19 e 20 della Carta Internazionale sulla Protezione della Vita Umana del 15 gennaio 1976.

Art 12

Contro l’ Uomo, che nelle proprie funzioni e cariche di Rappresentante di uno Stato, si è reso colpevole dei delitti elencati nel Capo III, si applicheranno: la pena dell’ ergastolo con o senza lavoro coatto oppure la reclusione a tempi determinati oppure la radiazione perpetua od a tempi determinati dalle cariche pubbliche politiche oppure una elevata multa.

Art 13

In applicazione dell’Articolo 12 – il genocidio, la strage, il razzismo (inteso come la degradazione della legittima tutela della Stirpe), l’immigrazione e l’emigrazione di intere popolazioni, l’aborto, le persecuzioni politiche e religiose, la coltivazione illegale e lo spaccio di droga specie ai minori, sono puniti con l’ergastolo a lavoro coatto. La negata o mancata assistenza sanitaria ai bisognosi, come gli errori sanitari e la sofisticazione artificiosa dei cibi, sono puniti con la reclusione a tempo da determinarsi, secondo la gravità e la recidività del delitto. I delitti come l’esilio e gli arresti illegali sono puniti con la reclusione, la radiazione dagli Uffici pubblici e politici, nonchè con la multa proporzionata alla gravità ed alla recidività
del delitto.

CAPO V – AZIONI

Art. 14
Tutti i cittadini delle Nazioni, i quali hanno conoscenza di persone che si trovano nelle gravissime condizioni di perseguitati, torturati, detenuti ed esiliati, possono adire al PARLAMENTO PER LA PACE COESIONE E SVILUPPO DEI PAESI DEL MEDITERRANEO in propria difesa. I cittadini che si trovano nella condizioni descritte nel comma precedente, hanno l’obbligo di adire al PARLAMENTO PER LA PACE COESIONE E SVILUPPO DEI PAESI DEL MEDITERRANEO in propria difesa. La denuncia va inoltrata al PARLAMENTO PER LA PACE COESIONE E SVILUPPO DEI PAESI DEL MEDITERRANEO oppure alla Corte Suprema di Giustizia per la Protezione della Vita.

Art. 15

Il PARLAMENTO PER LA PACE COESIONE E SVILUPPO DEI PAESI DEL MEDITERRANEO in applicazione della decisione della Corte Suprema di Giustizia per la Protezione della Vita ed a favore dei cittadini che hanno fatto ricorso, procederà contro gli Stati responsabili ed i loro rappresentanti legali, applicando gli articoli 10 e 14 della Carta Internazionale sulla Protezione della Vita Umana.

CAPO VI- AZIONE

Art. 16
Il PARLAMENTO PER LA PACE COESIONE E SVILUPPO DEI PAESI DEL MEDITERRANEO nominerà Alti Commissari Internazionali onde prevenire ed eliminare ogni forma d’illegalità costituzionale, che possa verificarsi nelle Nazioni oppresse da regimi tirannici ed assolutistici anche se in apparenza si presentano come Governi pseudodemocratici.

Art. 17

Il PARLAMENTO PER LA PACE COESIONE E SVILUPPO DEI PAESI DEL MEDITERRANEO, ha il diritto di sorvegliare le Nazioni, in applicazione dell’articolo 17 della Carta Internazionale sulla Protezione della Vita Umana del 15 gennaio 1976.

Art. 18
Il PARLAMENTO PER LA PACE COESIONE E SVILUPPO DEI PAESI DEL MEDITERRANEO crea, attraverso contributi versati dagli aderenti, un Fondo Internazionale diretto a favorire la propria operatività, nonchè l’assistenza per i Perseguitati, per i Detenuti riconosciuti innocenti e per gli invalidi da tortura. Verrà istituito un apposito Ufficio, nell’interno del Parlamento, per la gestione del suddetto Fondo. Senza dubbio si tratta di una ONG molto particolare, strutturata quasi come l’ONU. Prossimamente sposteremo l’attenzione alla sede centrale di questa organizzazione, sperando di avere qualche certezza in più.

Art. 19 –

DISPOSIZIONE TRANSITORIA
Le Organizzazioni costituenti il PARLAMENTO PER LA PACE COESIONE E SVILUPPO DEI PAESI DEL MEDITERRANEO, eleggono il Presidente e i membri del Consiglio di Presidenza, che restano in carica per i primi CINQUE ANNI a decorrere da oggi, data di costituzione del PARLAMENTO  PER LA PACE COESIONE E SVILUPPO DEI PAESI DEL MEDITERRANEO.

MEDITERRANEAN PARLIAMENT

CHAPTER I – THE SOURCES
ART l
PARLIAMENT for the PEACE and DEVELOPMENT of the COUNTRIES of the MEDITERRANEAN Mediterranean code formula for the protection of man and the Mediterranean Civilizations (from against all States parties or non-Mediterranean Parliament) approves and promulgates International which body – between States – legislative, Mentor and quote for the defense of man and humanity. The law of Universal penal code is its source in
Constitution of December 15, 1975 and International Paper on the protection of human life of January 15, 1976. The Supreme Court of Justice for the protection of life is Supreme making about crimes reported to Parliament of Mediterranean countries
CHAPTER II-SUBJECTS
ART II-
The State is an active of crime where, as a result of its own institutional and ordinary legislation, contrary to the principles enshrined in the Constitution and the Magna Carta.
Art. 3
The man is the active subject of the offence if it operates contrary to institutional and ordinary law of their State, which respects in its institutional and ordinary legislation to the principles enshrined in the Constitution and the Magna Carta.
The man in this case is subject to the penalties provided by the Penal Code of the State. The man, who is in the institutional and ordinary legislation of their State, are contrary to the principles enshrined in the Constitution and the Magna Carta should contact, regardless of being the person offense, Parliament of Mediterranean countries which will operate by means of the Supreme Court, and the complaint may be forwarded directly to the Presidency of the Supreme Court.
Article 4 –
The woman is equivalent to humans.
CHAPTER III – OF CRIMES
Art. 5
Crimes against humanity are acts intended to implement state: – genocide, massacre, racism, migrations and immigrations of entire populations, abortion, political and religious persecution, illegal cultivation and drug trafficking in minors and young species, failure or denied health care to the needy and errors, artificial sophistication.
Article 6
The State commits a crime against man in implementing and in allowing abortion, exile, arrests, illegal preventive long-term imprisonment, physical and moral torture, police and judicial persecution, kidnappings and bribery, tratta delle bianche and children, child prostitution, pornography, sexual violence on women and children, exploitation and work
of minors.
Art. 7
It is a crime against the State the citizen activities aimed at harming the State, promoting, in peace and in war, the interests of a foreign State, affecting thus the healthy balance. The State does not punish such behavior or even legalize it is directly responsible for the crime against the same its human communities organized statualmente.
Art. 8 –
The State perpetrates crimes against Fauna not avoided: ill-treatment, brutality, abuse of animals, hunting evivisezione ruthless and abandonment of pets.
Art. 9-
The State perpetrates crimes against Flora not avoided: arson against Woods, forests, jungles and plantations, careless felling of trees and plants.
Art. l0
The State perpetrates delittocontro the natural environment not to avoid: pollution and poisoning (pesticides and other
poisonous substances, uncontrolled disposal of waste and debris) of lands, crops, marine waters, rivers, streams and lakes, underground nuclear tests, in the sea and in the atmosphere, abusive and intensive constructions.
CHAPTER IV – PENALTY
Art 11
Against the State guilty of crimes referred to in articles listed in chapter III, apply the penalties applied by articles 10, 11, 12, 15, 19 and 20 of the International Charter on the protection of human life of January 15, 1976.
Art 12
Against the man, who in his duties and responsibilities as a representative of a Member State, is guilty of the crimes listed in chapter III shall apply: worth of life imprisonment with or without labour or imprisonment at certain times or perpetual radiation or times determined by the political office or a high fine.
Art 13
Pursuant to article 12 – genocide, massacre, racism (understood as the degradation of legitimate protection of Offspring), immigration and emigration of entire populations, abortion, political and religious persecution, illegal cultivation and trafficking of drugs, especially minors, are punished with life imprisonment with forced labour. The denied or lack of health care to the needy, like health and mistakes artificial sophistication, are punished with imprisonment at the time to be determined, according to the gravity of the crime and recidivism. Crimes such as illegal arrests and exile are punished by imprisonment, the radiation from public offices and political, as well as with the fine proportional to the severity and recidivism
of the crime.
CHAPTER V – ACTIONS
Art. 14
All citizens of the Nations, who have knowledge of people who are in very serious conditions of persecuted, tortured, imprisoned and exiled, may bring an action before the Parliament for PEACE and DEVELOPMENT of the MEDITERRANEAN COUNTRIES in their defence. Citizens who are in the conditions described in the preceding paragraph, have the obligation to bring to Parliament for the PEACE and DEVELOPMENT of the MEDITERRANEAN COUNTRIES in their defence. The complaint shall be submitted to the Parliament for PEACE and DEVELOPMENT of the COUNTRIES of the MEDITERRANEAN or the Supreme Court of Justice for the protection of life.
Art. 15
Parliament for the PEACE and DEVELOPMENT of the MEDITERRANEAN COUNTRIES in implementation of the decision of the Supreme Court for the protection of life and for nationals who have resorted, proceed against responsible States and their legal representatives, applying articles 10 and 14 of the International Charter on the protection of human life.
CHAPTER VI-ACTION
Art. 16
Parliament for the PEACE and DEVELOPMENT of the COUNTRIES of the MEDITERRANEAN will appoint International High Commissioners in order to prevent and eliminate all forms of constitutional illegalities that may occur in the oppressed Nations from tyrannical regimes and absolutist Although superficially appear as pseudo-democratic Governments.
Art. 17
Parliament for the PEACE and DEVELOPMENT of the COUNTRIES of the MEDITERRANEAN, has the right to supervise the Nations, pursuant to article 17 of the International Charter on the protection of human life of January 15, 1976.
Art. 18
Parliament for the PEACE and DEVELOPMENT of the COUNTRIES of the MEDITERRANEAN, through contributions paid by members, an International Fund to facilitate its operation, as well as support for the persecuted, for the detainees recognized innocent and for the disabled by torture. Will set up a special office within the Parliament, for the management of this Fund. Undoubtedly it is a very particular NGO, structured almost like the UN. Coming soon will move the focus to the Organization’s headquarters, hoping to have some certainty.
Art. 19-
TRANSITIONAL PROVISION
Organizations making up the PARLIAMENT for PEACE and DEVELOPMENT of the COUNTRIES of the MEDITERRANEAN, elect the Chairman and the members of the Presidency Council, which remain in charge for the first five years starting from today, the date of Constitution of the PARLIAMENT for PEACE and DEVELOPMENT of the COUNTRIES of the MEDITERRANEAN.
